Unable to control number of attempts for FIll-In-Blank questions?

Is there any way to accurately control the number of attempts for Fill In the Blank questions?

I know it *looks* like there is, but there are some problems with this. It appears that a Fill-In question submits every time a user presses the Enter key, no matter if the feedback dialog is up or if the Enter key is set as the submit key in the lesson. So if the user submits an answer, receives the feedback dialog, and the starts pressing the Enter key to try to dismiss the feedback, attempts are ticked off by Storyline. You can see this by having a text field with %AttemptCount% on the page.

Therefore no matter how many attempts you allow (if over 1), the student can use them all up on the feedback dialog.
