To start, it may help to close the application completely and re-open it. You can do this by navigating to the system tray (⬆️) and right-clicking on the Articulate icon to quit the app: 

If the Content Library still doesn't appear after re-opening the app, you may want to be sure that the following network endpoints are accessible:
