Unable to hide/show layers more than once

Hi all,
Apologies if this has already been covered - I wasn't able to locate the answer I'm looking for.
Here's what I'm dealing with - seemed fairly simple - I'm planning to add an audio voiceover on each of my slides, and am giving the user an option to make a "transcript" of the voiceover appear at the click of a button.
In order to make this work, I have added two triggers to the button - one to show another layer (with the transcripts), and one to adjust a variable (toggle) to keep making the transcripts appear on subsequent pages so as to not require the user to click the button on each page.
The layer this button makes appear (the transcript layer) has an identical button which hides that particular layer and returns you to the base (transcript-less) layer and also adjusts the toggle variable to false so as to make the subsequent pages transcript-less as well.
Now the issue I'm having is everything seems to be all well and good on the first attempt. The button on the base layer makes the transcript layer appear, and the button on the transcript layer hides its layer and returns the user to the base layer. On the second attempt however, the button on the base layer is unresponsive and no longer shows the transcript layer.
Here's the part I don't get - everything works perfectly fine on the Storyline preview. It's when I publish the presentation that I start getting the problem. I've tried publishing as a webpage as well as a LMS and no luck.
Any help would be very appreciated!

First place I'd look is the Resume/Reset settings on the slide (the gear icon) and see if resetting to initial fixes things. If not, you might consider sharing a smaller subset of your project that reproduces the problem with this community via ADD ATTACHMENT.

Currently every slide of my project "resets to initial state". Unfortunately the problem persists despite that.
I've attached one slide from my project to this message.
You'll notice I've added a text box to the top portion of the slide to reflect the current state of the toggle variable I mentioned, just for testing purposes.
Hi Rod, thanks for sharing your file. I published it here, and I'm seeing the same thing you described. It appears to be only affecting the HTML5 output, since the Flash output is working normally.
I'll keep digging, and I'll come back to let you know what I find!
Hi again, Rod! I've nailed down the culprit. We've got an issue reported for Storyline 2 HTML5 where a button to open a layer becomes unresponsive after the layer has been opened more than once if two buttons are stacked on top of each other. The CC button to open the layer is in the exact same position as the CC button to close the layer, and that's causing this wonky behavior.
To get around it, I replaced the button on the layer with a hotspot. Check it out here.
We’ll continue to keep an eye on this bug evaluate how many customers are impacted by it. The number of customers and depth of impact are two of the elements that help us prioritize bugs and fixes.
