I have undocked the Layer panel by clicking the button and it automatically assigned the location to have the top of the new window be outside of my screen resolution.
I have tried adjusting resolution, closing/reopening, restarting, and have had no luck. Please tell me I'm not going to have to reinstall!

Are you unable to redock the panel as described here?
I'd start there before going through the reinstall or repair process.
Unfortunately I can't see the top of the window to click that button as shown in the screenshot. Not even adjusting the screen resolution matters.. :/

It looks like you can see the top of the Storyline general UI and there is an option there to "redock all panels" as shown here:
