Are you zipping the published output from the Publish Successful dialog box in Storyline or using a different software to do so? Could you share the zipped file with me here and I'll test to see if it will upload to SCORM Cloud.

Yes! I send her full zipped output and i did not make any changes before sending to her.

Are you zipping the published output from the Publish Successful dialog box in Storyline or using a different software to do so?
