Use Drag and Drop Base Layer Items from Correct/Incorrect layer

Hi,

I'm trying to create a drag and drop question that will show the user an explanation about the correct answers.

Firstly I've highlighted the correct answers, so that the user can see them when they submit.

When I am in the Correct or Incorrect layer, can I somehow activate the drag and drop Items on the base layers so that I can have a mouseover trigger on the correct/incorrect layer? I've tried removing Dim non-selected layers and prevent user clicking on the base layer with no success.

I want to roll the mouse over a correct answer to see an explanation (Text box as a Layer).
