Use of ampersand (&) in course title

I have two courses that I created that contain an ampersand in the title. The first course when published maintained the ampersand in the published SCORM package title. However, the second course replaced the ampersand with the html reference (&) in the title of the published SCORM package. Why would Storyline in some cases use the special character ampersand and in other cases use the html reference? The package with the html reference is not accepted by my LMS (CSOD) due to the characters in the title.

That doesn't sound right that publishing a course with an ampersand in the title would offer two different outcomes.
I've tested this on my end and published a Storyline 360 course for LMS, and I do not see the HTML code. Are you using the same publishing settings with both projects?
I've tested this using Storyline 360 Update 44 (Build 3.44.23192.0) and publishing for HTML5 only.

We build our programs from a .storytemplate file and I was not able to replicate this issue when rebuilding from scratch. I have attached a couple of screenshots (one of the issue file and another that shows the attempt to replicate without success).

Another update:
I was reviewing this with on of my teams interally to review and discuss this issue further and I opened the file that had the problem however when opening the same file, it no longer has the & text in the title and is instead displaying the & symbol again.
This file is stored on a shared drive if that is helpful.

The inconsistency could be a result of working on a shared drive. We recommend working on a local drive:
