All you should have to do it type any character (other than a space) in the box, and then you can delete it and add the symbol. Looks like Storyline doesn't "know" that you are want to enter characters in a shape until you start typing. Once you type and have the cursor appearing in the shape, the Symbol button is available.

Or right click edit text will then release the symbol button
