User Customized Storyline Training

I am trying to build a course where trainers in various companies can customize the content with their own examples. This would work well if relative URL references worked (Users could enter the URL as a variable (such as URL1)  and then using a trigger Jump to Link %URL1% would open the content they want to add. This approach displays the text of the file location, but doesn't jump to it.

When this failed, I entered file location as a variable (File1), and then when I tried to Jump to %File1% I found that every slash in the file location variable name was doubled (2 slashes where one existed previously) making the link not work. Any insight in solving this problem, or is this even possible?
