Using a marker on a hover layer

I am working in Storyline 360. Does anyone know if it is possible to have the user be able to click on a marker that is placed on a slide layer you have set as a hover over from another slide layer? What I am finding is that because the slide layer, that I have the marker on, is set as a hover trigger, when the user leaves the area that triggered the hover to go to the area on the slide that the marker is located the layer reverts to the previous layer because the hover trigger area has been abandoned.
