Using Hotspots triggers and adjusting variables Help!

Ok this ones a doozy
Let me see if I can explain it alright.
I would like it if,
If the user doesn't at least put one marker into Hotspot 2 I would like a layer to pop up saying something like "if its not that important then why are you even bothering with this tool?" So I only know how to show a layer when a hotspot is dragged on. But not how to show a layer if the user hits submit and a hotspot has nothing dragged onto.
I would also like all the drag-able objects to correspond to their own variable and all of the variables that land in the hotspot 2 I would like them to show up on the next slide automatically. Like adjust variable TextEntry if object (PNG file) is dragged over Hotspot2, adjust the value to 0 and if value of TextEntry is 0 then appear on the next slide in a text box state probably. I don't know I cant seem to make it work.
Or maybe have the same image with the drag objects appear on the next slide just the way the user had it, as a reference. Something like the images below.
I added my story file as well in case anybody wants to poke around in there. Right now I am at a block unless I strip the whole thing down to the basics I don't think I can figure it out. Any advice would be the bees knees. Thank you!!!!!

It's late and there is a good chance I misunderstood something in your description. Have a look at the attached file and see if hat's what you wanted. I used three variables to signify where a marker was placed and added the layer that pops up if none of the 3 markers is placed on hotspot 2.

I haven't had the time to comb through it yet and I might have some follow up questions in the future but just knowing that the capability exists is a massive help. Thank you very much. It amazes me more and more everyday what storyline is capable of if you have the proper know how.
