Using JavaScript to send a message via Microsoft Office Communicator or webRTC

I know it's possible to send an email using JavaScript, but I would like to send a web URL via MS Office Communicator to another learner. 

Ideally, I would like to use a variable function where the user would input the name of an employee.  Then at different points in the lesson, a button could be used to send a weblink to another learner (as defined by the variable) via MS Office Communicator.

Alternatively, is it possible to invoke a WebRTC JavaScript within Articulate to open a link directly within another user’s web browser?
