Is it possible to send Storyline data to a server-based php file for processing then reading the results back into storyline for display/interaction etc? I presume that requires setting things up in javascript right?
yes it is possible. It requires a javascript trigger in Storyline to export of the content of a variable, and another to do the import to fill a variable. These triggers need to call the PHP connection code which can be conveniently stored one-time in a separate location.

Although I am not inexperienced in programming - mainly C a long time ago and a bit of php more recently, it would be helpful to see examples of what others may have done specifically with articulate in that area. Have you any suggestions as to where I may look?
