Using Variables to Show Slide Layers

Good day to everyone,

I am trying to set up a lesson that will be used by about 2000 users.  Within the lesson, users will pick and follow their own tracks, based upon the needs of their job at our institution.  

They will be presented with a screen of options to choose their training path, and when they finish, they will be returned to the selection screen, where the option they first chose will now have a checkmark by it.  By completing at least one option, a new button, allowing them to end the lesson will appear.  When they click that button, they will be offered one last opportunity to pick any of the paths, or to exit the lesson.

I have set up slide layers to provide the checkmarks, and when the time occurs, to also show the button that will allow them to finish the lesson.

However, the issue I am having is that while the variables are updating appropriately throughout the project, none of the slide layers are appearing.  I have come to the conclusion that I am missing some major step in this process.  I could really use some help.

Would anyone here be able to help me identify the step I am missing?

Yes, that is a great start. Thank you SOOOOO much! 

Can you tell me... What did I do wrong that these were not working?  What step did I miss?  I have to build this interaction at about 80 points in my presentation, so it would really help to know what I need to do to make it all work.  Additionally, there is one more layer on the main slide that I need to program, so that it shows up when any of the content has been reviewed, and the user is ready to be done with the lesson.
