Variable not triggering layer reveal

Hi,
I have a client at the moment complaining that their employees (2 out of 695) are unable to progress past a slide in their e-learning package. I have attached the slide along with a second one below. It creates a variable, then adds one as each layer reveal is closed. Once all 3 layers are viewed another lyer reveals itself alllowing the user to continue.
Could someone take a look just to make sure I have done nothing wrong. Ot all seems fine to me and works well in preview and Review 360. The LMS system it is on is run by Skillgate (not sure if this is relevant).
If anyone has any ideas why this is happening I'd be extremely grateful.

Not the best design as what happens if the user opens one of the layers 3 times?
I would remove the variable and control this using a visited state on each of the objects and then show the question layer on the close button if all are visited.
Doesn't fix your problem which I think is an anomaly off the number of users. But the design change will ensure the users view all of the content.
Thanks Phil, I'm guessing they'd be a glutton for punishment to keep clicking the same one again. But noted.
