I didn't see a video in this file that you were trying to put into a circle, but as Tom mentioned you could insert a circle shape with a center hole (i.e., donut shape) and that could appear over top your video. Depending on the dimensions of the two you may need to play around with sizing, as it's a bit of a square peg/round hole scenario. :)
The suggestion of formatting a video to a particular shape in Powerpoint sounds like the easier of the two options!

Well, it shaped as a circle it ppt but imported as a rectangle :)
You can't get a real circle. it's always going to be a rectangle.
