Is there a way to play a video and incorporate quiz questions at certain points on the video.  So basically play a video,  a minute goes by and the video pauses for a question. Then the video continues after say 15 seconds  and this repeats throughout the video

You can pause the timeline and show a layer at teh time, then when the layer hides, restart the timeline.

These are all triggers in SL, but for them to work, you need two things. The video has to start when the slide timeline starts, and the learner cannot be allowed to pause the video. That means no video controls, only the slide controls. Also you need to cover the entirety of the video with a cover. Some people use a hotspot, but the color interferes with my work, and you have to set it not to show the hand cursor. I prefer a filled rectangle with the transparency set to 96 -  99%. It won't work if it has no fill.

If you allow the video to run on an independent timeline, when SL pauses for the interaction, the video will be at the wrong spot.
