I'm not sure that we have a limit documented anywhere. There was a thread here where a user reported a slight issue, which was since corrected in an update.
I cannot speak to slowness once published though, perhaps some other community members can chime in with their experience.

I don't know. Hope Articulate staff will bring us details.
But have you tried to publish for CD and test. The lag you observe on your LMS can be due to the network bandwith or server capacity.
Is your video embedded or inserted as a webobject?
