To follow up, can you provide a couple other pieces of information about your iPads? If you could provide the iOS version and which browser you are using to access the course it would be greatly appreciated.
It turned out to be a problem with the course being published on an previous version of Storyline. Updating Storyline and republishing fixed the problem.

I'm sorry to hear that videos aren't playing on iPads. Do other videos on other websites play on the iPads?
