Video to resume after course has been exited?

In a course, containing long videos (30 min +), learners jump in and out of the course.
I want the video to resume where the learner left off, rather than have to start the video from start. Slide properties are set to "Resume saved state". Layers, where the videos are, are also set to "Resume saved state". However, when learners leave the course and re-enter the videos don't resume. Is this expected behavior?
Now, here's the tricky part. The videos are mandatory. Hence, learners are not allowed forward seeking before the whole video has been viewed once. So I cannot "Show video controls" below video and let them skip to the place they were...
Has anyone encountered anything like that? Any good suggestions, please?

The information for Resuming an exited course is sent at the end of each slide, and do not include a location in a video.
If you absolutely have to have this, I suggest cutting the videos into smaller chunks, and putting them on individual slides.
If you are publishing to TinCan and embed Vimeo videos, you should be able to resume the video where the users left off and prevent them from fast forwarding through the video.
You should also be able to do this with TinCan and the VideoJS player, which would keep the video in the course instead of streaming from Vimeo.
