So I tried this, but I am still allowed to move the curser. I've even arranged and brought the object to the front. Any thoughts to what I might be doing wrong?
The mouse cursor will still be activated, but Michael's suggested was only so that the user couldn't actually click on the seekbar and therefore interfere with the playback of the video. If you're still having difficulty with this set up, you may want to share a copy of the .story file here with us so that we could take a look.
...so I did this first with a shape with no fill and it didn't work, but then I added a white fill and changed the transparency to 100% and it worked. I wanted to post this in case someone else tried to add the shape with no fill. Needless to say, I'm super excited it's a quick-fix.

You could simply put a transparent shapre over the video seekbar.
