I'm not sure I'm understanding your question - but you can insert MP4 videos into Storyline and then you should be able to publish and view them still in the MP4 format (as they're encoded as such here). If they're not playing in your published output, please review the information here.
I am having the same issue. I added a mp4 video using Articulate Studio it plays great in preview mode but doesn't not play in the published lesson. I published in CD format.
Did you already review the information shared above? Also can you confirm that you're publishing to a local drive as described here and following along with those naming conventions?
I finally got it to work on my local drive but is it going to work when I publish for LMS and for the Webserver? It still will not play on a network drive.
Were you viewing the CD output on your local drive? We typically don't recommend working off a network drive as mentioned in that article or playing the published content anywhere other than the intended environment. I would expect it to work in your web server and LMS - but if it's not working, you'll want to review the possible reasons why here. If you need to do a bit of pre-testing before going live, you could use one of the server options mentioned in the previous article or if hosting on your LMS, you can use SCORM Cloud which is a free, industry standard for testing LMS content.

thank you Ashley for your response, I have the same issue as Lisa, the mp4 video plays great in local mode but doesn't not play in the LMS, so I'm asking if i should update the Adobe flash player to resolve this issue.

Did you already review the articles linked above regarding videos that
won't play once in the published output? I'd look into the version of flash
associated with the browser, that the LMS supports the codecs mentioned,
and then testing as well at SCORm Cloud, as it's an industry standard for
testing LMS content.

We use the network drive for our approval cycle but I will see what work around I can use.
