In one of my recent project, wanted to used text to speech for Vietnamese language, as this is not available in storyline, can you please help me with any other sources to get the text to speech for free.

Have a look at Google Cloud's Wavenet which has a Vietnamese option plus very realistic voices. You'll need a Google Cloud account and need to use credit card but there is a very generous free allowance and extra time is cheap. You'll also need a wrapper/software to make it easy to use (https://github.com/pgmichael). The app converts html text into a range of voices, including Vietnamese (https://cloud.google.com/text-to-speech/docs/voices). To get my text into html I used a free Wordpress account. Once set up can convert and download text to MP3 speech in about 10-15 seconds.
