This may be a bug... If you ungroup your buttons and preview the course then your visited states work properly.
It's only when the buttons are grouped together that the states start misbehaving.
It seems like I've seen this issue before, you may want to submit a bug report with Articulate, but at least you have a workaround for now, just don't group your buttons together.
