I' trying to introduce a voice off into my storyline slides. I already wrote the script of the voice.Is it possible to implement it in the stoyline presentation ? Is it also possible to create triggers and to adjust them then on the voice off?
I may be over simplifying this, but can't you just import your audio, then using the timeline (instead of layers), place your graphics where you want them to appear in the timeline?
Yes, you just have to match the element with the audio - the exact time you are talking about the graphic, you put it over that part of the audio file in the timeline.

I take it you mean Voice over [voice off being a stage or cinematic usage].
You can control a sound clip in storyline but it depends on how you intend to use it.

I'm not exactly sure what you mean - but I always put my script in the "Notes" section of the timeline.

Oh... No. There is no text to voice capabilities in Storyline.
