Volume Normalization

I use Camtasia which doesn't have volume meters to make movies and I import the movies into Storyline where, for some reason, the audio is all over the place. All my audio is recorded and edited with Audacity where I always match them to each other. There aren't volume meters in Articulate either and no preview for the volume feature in the edit window (which is useless without meters). Any suggestions how I can manage audio with two programs that don't have meters? (They are both audio/video programs so, go figure). 

Supposedly there are publishing quality settings somewhere, they aren't on the "Review" or "LMS" publish windows or anywhere else in the software, from what I can tell. If anyone has any suggestion how to manage audio professionally, I would appreciate it.
