I believe there is some documentation regarding accessibility on the articulate website. Recently someone has raised some questions about color contrast in the modern player. Perhaps someone else can shed more insight here.
The decision to be accessible at whatever standard is controlled heavily by the design of the course. So even if HTML5 published content was fully accessible, your course may not be. Colors fonts, slide flow, interactions all play a critical role in whether a course is accessible. I would be happy to discuss this with you further offline.
