Weird font issues in Notes tab

Hi!
I'm getting "funny characters" in the Notes tab, where we have our transcripts. I've noticed they appear with quotation marks, apostrophes, and bullets. Basically, the original character turns into gibberish. In the attached screenshot, it shows both bullets and an apostrophe.
This is an HTML5 published course - and yes, it's published on a server and not local. The font is Articulate 10. Nothing fancy is really going on, so I'm baffled by this.
While I can remove all the bullets in the transcript, rewriting around the apostrophes will be a bit of pain due to the voiceover.
Any help you can provide would be great.

Hi Michelle! Are you utilizing Storyline 2? Can you be sure that you are using the latest update, which is Update 5?

Here's the file. Note that the characters only occur for bullets and apostrophes in the Notes section and only when published to the Web (not in Preview).

I'm not seeing the behavior that you shared in your screenshot. Are you seeing the same behavior in my published file? If so, what browser are you utilizing.

We've tested in Chrome, Firefox and Safari. (Firefox is the recommended browser at Oracle.)
So yes, you are seeing the same behavior? I will take a look in Firefox as you mentioned.
Please confirm what you see when you utilize my published output shared above. I tested in Firefox and do not see the behavior there either.
