I want to create a sliding tray that comes down and goes back up. Currently the tray slide down and I have reset turned on so it should go back up when the hover terminates. but it always drops down again.
I see what you mean and that will probably work best. My thought is that even after the hover is done it still drops down again. I think that might be a bug.
The hover trigger is activated on the object. When it moves down and you leave, it starts moving but you are also rolling over the object again, which triggers the move again. There just may be a delay on it moving.
On a side note, if I have anything interactive, I generally avoid adding things to grouped objects. I prefer to keep the interactive elements on single objects.

Because of the hover, the mouse loses focus when the object moves on the motion path and then regains it. This is usually what causes that flickering.
You could try adding a hove state and dd the object to it using a wipe entrance/exit animation. Here's a quick tutorial.

Thanks for the help
