I tried publishing the file by clicking publish>web but when I send the project to someone else, it doesn't work on their computer? What is the best way to publish a project?
For sharing, I typically will publish the story file as an exe (CD). I've found it's easier for people to understand how to launch it, and it works better with internal security.
If I have to share with a different location, I'll upload it to the web via the "web" or "SCORM" options.

Storyline doesn't publish to a single file. It outputs a set of files that work together to be "the course."
If you don't have a LMS, most folks probably publish to the web.
If you do have a LMS, and want to track, then you publish to LMS.
If you don't have a LMS, but want tracking, you can subscribe to Articulate Online and publish to that.
Publish to CD is an option for folks with no Internet connection or who need to play the course locally on their PCs.
Publish to Word is good for giving stakeholders something to review.
