What would cause a hotspot to not work on a layer?

I am new to storyline and I am having trouble with a hotspot on a 6 layered slide. The parent slide works great, but when I navigate to the second layer in preview mode the hotspot does not work. I tried deleting the hotspot, bringing the hotspot forward, using a trigger instead of a hotspot and rebuilding the layer, but the options have not worked to resolve the issue. 

Any ideas what is causing this? My guess is I will have to rebuild my entire slide- with all the layers.

Hi Matthew,

Welcome to E-Learning Heroes,

Take a look at your settings for the layer. If you have "Hide objects on base layer", or "Prevent the user from clicking on the base layer" you will not be able to click the hotspot on the base layer. Also, if you've positioned anything over the hotspot on the base layer, or on the current layer, even if it is transparent, you will not be able to click the hotspot. Your hotspots, or active elements must always be in the top layers to be accessible to the cursor.
