I am trying to understand when does the timeline extends to the right when pushing objects onto it. Sometimes it seems that as i push objects to the right the timeline extends to accommodate them, and sometimes not. What is the rule here ?
Yes I got that but sometimes the double headed arrow pushes the object and if running out of space, for instance 2 objects of unequal length, the shorter (to the right on the timeline) will itself push the timeline. This is very convenient but I don't grasp well when it occurs and not. I need to experiment in this.
If you could share a sample .story slide that experiences this issue and let us know how to recreate, we can certainly take a look to see if we can replicate/pinpoint what you are seeing.

Also know that if you push an object with the 2-headed arrow, its timeline is shortened, but its endpoint is unchanged.
If you push with the 4-headed arrow, its length is unchanged, but its position is changed

Can you take a Peek of the problem? I'm not sure I'm clear on what you're seeing, but if you could show us than I could offer some more explanation.
