When is Storyline not enough

We will be rolling out a new marketing program that has levels to be achieved. I have been thinking about hiring an outside company to be build an e-learning course that simulates a fun game where you can earn levels, just like in the new program.
There are some pros to hiring an outside company but ideally I would want the course built in Storyline or Studio since I have both and could make changes to the e-learning if the program guidelines change.
Can Storyline or studio create a highly interactive e-learning course that can simulate an app and the levels you can achieve in an app, while delivering a lot of course content in a fun and interactive way that can leave the learner really excited?

I have built a number of games for clients in Storyline 1 and 2. Really you are only limited by your imagination and budget. Last year I produced 3 mini games with a leaderboard for a companies marketing team where the person at the top of each game got a reward.
That is great. I love Storyline but mostly I use the templates. It is good to know that if I can dream it, someone can build it in Storyline.
