When Revisiting a Layer, Sound doesn't play if it starts at 0 secs

Hi everyone! I have an anomaly that I just can't figure out. I want to trigger layers (Correct, Try Again) that play a sound file when clicking objects on the base slide. On each layer I have buttons to go back to the base slide, where the trainee can try again.
One thing to note is on the slide layers, I disabled the buttons to go back to the base slide until the layer timeline ends, since I don't want the trainee to inturrupt the audio.
The problem is that when after a layer is triggered initially, each subsequent time the timeline restarts (that's what I want) but the audio does not play UNLESS I move the audio past zero seconds. I have attached a sample of two slides.
Can someone please explain why this is? Thank you!
P.S. I've also discovered that the audio will play at 0 seconds if I put the active objects on a LAYER and not the base slide.

Thanks for sharing the sample slides here. I tested both of them and on each and every retry I was able to hear the audio on the correct, incorrect and try again layers. Unfortunately I'm not able to recreate what you're describing.
Thank you, Ashley. It is very strange, but at least I know how to work around the problem.
Happy that you have a solution, but definitely odd that it's working differently for us.
