Which is the correct deployment tool... for CBT or WBT

A question that seems easier than it is... I've been working with Storyline, and I'm not quite sure I've got the right tool for the job. As we all know, web-based training and computer-based training are very similar in a lot of ways, but very different in others. I've been struggling with issues within Storyline... the cd-rom program based auto-loading issues as well as actual running warnings of Storyline, via cd/dvd media, as well as the pre-loading of iPads via sync, vice direct wifi load... Anyway, here's the thought... if one's client base is primariliy CBT, vice WBT in learning methodology, should I be looking at Presenter/Quiz Maker/PP as the primary CBT development tools or is Storyline, with it's unfortunate appearant desire to be deployed to students, primarily via the web, still the best tool choice? Your thoughts are greatly appreciated...
