Hi Geordie, the RTE-2 and RTE-3 is related to the LMS support for SCORM 1.2. RTE-2 means that the LMS will support all mandatory and some optional, whereas RTE-3 is all mandatory and all optional.
Storyline will attempt to write interactions (quiz question responses, survey responses) on the LMS, but I believe it will just fail silently if it cannot write the interactions. I think, from memory SL might even attempt to write an objective (I might be thinking of SCORM 2004 though, not 100% on that).

My client requires RTE-2, I suspect it should be fine but wondered if it would be an issue. From my testing, Storyline only sends interactions if you track via quiz result, which I have found to be limiting as using a trigger where you want it gives more flexibility.

Yes, I think you will be fine. The only thing you could potentially have a problem with is if the LMS shows any errors if you attempt to write anything it doesn't support. I doubt it though if it is RTE-2.
