This is a "known issue" that I'm not sure why can't be fixed in an update. This usually happens when you are adjusting the size/color of the bullet list itself. There are a few different work-arounds, but here is the one I use...
1. start with your bullet list text box
2. click to the left of the last line of your bullet list. this should highlight the last line and bring up the hovering text adjustment box.
3. then just adjust the size/color of your text
You can also...
1. click on the edge of your text box
2. adjust the entire box to the size/color you want your bullet list
3. change any other header or body text back to its original size
Yes well .... to prevent this from happening in the first place - always click on the text box when making format changes (bullets, size, font, colour) instead of highlighting and selecting the text elements within the box.
Because you will never want to format a line independently of the others without having to create two text boxes and then adjust the spacing so that it's consistent and seamless

Nancy, that only works if you want all of the text in each text box to be all the same size/font/color. I'm guessing that this issue comes up again and again because users are trying to have a bullet list in the same text box with other styled text. This makes sense. I mean why would you want to create a whole new text box for each bullet list you create?

I spend a great deal of time trying to make advancements in this product and in helping people with their issues. It is very easy just to snipe isn't it.
As she says, Nancy, me, and a whole team of other users spend a great deal of time trying to make advancements in the product, discussing new features with the staff, Skypes, and scheduled confcalls, testing, and generally trying to "make advancements".
If you have a good idea, even to something that seems an "old" problem, then it is much more effective to use the standard mechanism - the Feature Request form (https://en-uk.articulate.com/support/contact/submit.php?form=feature) than "stirring the pot" on a General Forum.
Believe me, we are not "all happy all of the time...".
As one of the senior staff once said to me when I tried, in a rather un-subtle way to complain about something, "Sometimes it is better to use honey rather than vinegar to catch a wasp".
@Jesse, I think if you apply the formatting to the text box first it makes it easier to go back in and then apply the exceptions to specific bullets. It may not eliminate the problem completely but since I started doing this I have not had the dreaded last bullet issue.
ah, Bruce, brings back what my mother used to say, an alternative (p/h U.S. or even more granular Pennsylvanian...where she was from...) version, "Rebecca, you'll catch more flies with honey."

Love that folks know how to "workaround" the known issues that have been known for years.
The most beneficial answer is one that says this is fixed in update 6.
