Why is hyperlink hover color opaque (making text illegible) in Storyline 3?

I've run into an interesting & frustrating issue. Whenever I insert a hyperlink to text within a textbox that has animation applied (progressive disclosure so that bullet points appear separately based on the timeline), the hover color of the hyperlink is opaque, which makes the text illegible. If I remove the animation, the hyperlink hover color works normally (80% of the link color, and is transparent). What causes this issue? Have others experienced this?
