Problem 1. My solution was to recreate that slide from insert new slide, copy/paste all elements except the image. Insert picture from file. It seems to be a glitch.
Problem 2: Insert image into a Word doc and resize it (even off the page) and save. When you insert into Storyline, you'll need to resize to fit but it will be possible to use the zoom.

The Zoom function is designed to show the image at it the full size. (Or, at least, the largest size that will fit within the player.)
Zoom does not increase the size of the image beyond its original dimensions.
Thus, there's no point in adding the Zoom function to a picture if that picture already fits within the slide when you insert it.
It can be useful to add the Zoom function if you have to shrink an image to make it fit on the slide after you import it.
As for your first problem, that's impossible to troubleshoot without seeing the file.
