From this image alone, it's hard to tell what's occurring in your project file. Are you able to share a copy of this slide from your .story file here with us?
Thanks for sharing this here so that we could have a better sense of the situation you've described. Since the layer is a part of the slide, in that it sits over top of it - if you have zoomed in on the slide, the layer will be zoomed in as well. You may want to look at modifying the try again layer knowing that it'll be zoomed in on the indicated element and adjust the spacing of other elements accordingly.

The zoom region is a part of the slide and not the layer, so you will not be able to handle this separately.

I'm really not sure what you are asking Marielle. I only saw the question about the zoom regions on the layer.
Could you elaborate on what you are trying to do?
When I preview my slide, if I making a mistake the layer try again appear. But this layer is modifiy by the zoom region.
