If I set a zoom region to cover the full duration of the slide, it does not work. The only work if I the zoom region begins somewhere within the timeline...
Sorry that's happening. We're seeing a problem in Storyline HTML5 output where a zoom region doesn't work if it is set to start at the beginning of the timeline. However, if you view the file in a Flash-enabled browser, it should work correctly since this problem doesn't happen in Flash.
I'd like to make a note of your experience on our report--what version of Storyline are you using?
I'll answer since I'm having the issue when a zoom region starts at the beginning of the slide. I'm using Storyline 3. And my understanding is that there will be no flash enabled browsers as of December 31. Is this going to be fixed? Thanks.

Zoom region set to start at the beginning of the timeline does not work
This has since been fixed. If you're experiencing this issue in the latest version of Storyline 3, we'd be happy to take a closer look at your file and nail down why this is occurring!
