Opensesame might suit you (I'm not connected in any way), if you want something off the shelf. You can't download the source files but they do link to your LMS so your learners don't see the difference. I have had some discussion with them but did not make the purchase in the end.
Not sure if this is exactly what you are after, but here is a course from a company called Syntrio. It's on for anyone who drives for business purposes; but they have a full catalogue of courses naturally.
We've used them for off the shelf and mildly customized employment and safety-type training modules to host internally on our LMSs. Amazing partners and some of the best tech support experiences I've ever enjoyed with a vendor.
