One way you could do it is upload your PDF to a server so you have a URL link for it. You can then show that URL/webpage inside a Web Object on your slide. A web object allows you to show a website right inside your slide, and even interact and click through it.
You could also set your Next/Continue button on your slide to be disabled until learners have clicked a checkbox next to some text that says they have viewed the entire document.
If you have Articulate 360, I'd probably do this in Rise. Have a welcome page. On next slide tell them they need to select the link below (which contains the uploaded .pdf) and read it. Next slide a little quiz question tweaked so that they confirm they read it. Then tie completion of the modules to your one question quiz.
I would certainly use Rise if that's an option for you. As a learner, there's almost no way I'd read a 20 page PDF, so I recommend splitting it up into smaller chunks if possible and restricting the learners' ability to move freely through the course (see: https://community.articulate.com/articles/compliance-training-rise-continue-block)
You could add a quiz question or two after each section as Daniel suggested
