What I have done over the past few years when looking for freelancers or contractors is post jobs on Freelancer.com. You have to open a account (free) and post your job. For each project I have received dozens of bids. Fortunately, by checking the reviews for each bidder you can usually select the one that meets your requirements.
So far, I have been very pleased with the results on about six projects. Also, Freelancer manages the payment for deliverables so that there is less risk involved compared to dealing on your own with unknown companies or contractors.
I have 3 app projects in the works and plan to go this route.
