Assignment ideas

Hey everyone, I need help getting started with an assignment I'm tasked with.  I need to create a design solution for meeting the needs of learners who learn best by doing the work? There is no ad hoc or simulation environment to allow learners to practice new skills before utilizing the production environment. Any design ideas in mind that would best describe this process? Any help I'm truly grateful for.
