Assistance Needed

Hello Everyone,
I am working on a long term project that will consist of online modules, how-to guides and possibly some face-to-face training. I would like some ideas on creating an image/brand/look template for this project.
I'd like the look to encompass a legal/law/court-related theme and include the organization's logo (circular) and possibly a watermark in the center of the template(s). I need a clean, conservative look.
I will be using Captivate, because that's the software available, but will do pre-design/layout in PowerPoint. Also using Captivate because this project is primarily for hard-skills (software,technical) training. There will be a great deal of software simulations and screen captures. Any ideas, examples?

Can you give us some idea of the type of audience you are looking at? Are they a more corporate group or is there room for some levity? Is there room for a Law & Order or even Joe Friday type of approach or must it be more straight forward?
Sorry for the delay in response. This is definitely more of a corporate/government group. I do think that a Law & Order type theme could work though.
