Hi, Erin! There are SO many options for this from free and super simple all the way up from there. My site is also on WordPress so I'll second that recommendation. You can even start with a free option from Wordpress.com and get something going in minutes.
One thing to keep in mind is that you may still need a host to function as a web server for your Articulate content. There are free versions of Amazon S3 and Google Cloud that work well if what you choose as your portfolio site isn't able to host your elearning content.

I have a Managed WordPress.org site with GoDaddy for my online portfolio. It's easy to maintain, and has worked well for me over the years.
We've used 1and1 for more than 10 years and have been pleased with what they offer.
