Since GDPR is more-or-less still in its infancy, I am unsure of any managed hosting vendors being compliant at this point (although I could be wrong).
TalentLMS is the only one i've found that *claims* it will be GDPR compliant by 25 May.
Have you considered an unmanaged (i.e. self-hosted) solution? Sure, this introduces more administrative load, but may be the most logical solution to being compliant.
If you're looking for an LMS with or without online content it would be worth speaking to www.elearningmarketplace.co.uk. They use Learnupon as the basis for their LMS and then have additional bespoke programmes added to the LMS to enhance it for business and education use. It also comes with a catalogue of around 1500 online courses.
The LMS will be GDPR compliant by May, with much of the work already completed.
