I have two slide with links to layers on them. I have a trigger to disable the next button when timeline starts and another to return to normal when states of all links are visited. The next button does disable at timeline star however when the timeline ends it becomes normal again without visiting any of the layers. (Restricts player)
I have the timeline at 1 second. Then only workaround I have found is to push the timeline out to like 300 second so that it never effects the next button.
I'm using SL360 and I have did that already. That is why I believe the issue is not in the triggers. Everything work fine when I push the timeline out past the time it takes to visit the links.
I couldn't replicate the issue, even with 1 second timeline, and 2 layers, probably some off the triggers that enables the next button has the wrong condition.
Here are the 2 slides I am working with. I have the timers now set for a short time and the next button will become normal at timeline end. If you push the timelines out (I had the at 300 seconds) you will see that the triggers work.

Without seeing your file setup or knowing which version of SL you are using try changing the trigger to be on each layer

Maybe there is a trigger on the slide master, have you checked that?
