Hi! I've been looking for an artist who can take photos I give them of some of our employees, and turn them into cartoon-looking versions of them photos. In the past I have gotten someone on fiverr to do this, but do to regulations at my current company that's not possible. Does anyone have an artists recommendations that can do something like that where the images have a slick and professional style?
Unfortunately they require too much cleanup that I don't have the skills for. If someone wants to start with one of the plugins and go from there though I'd be happy to see a sample and consider them!

This sounds a lot like what bitmoji does as well, would that go against the same regulations as fiverr?
Something like that! But yes we'd have the same regulation issues. We really need an independent artist that can do a cartoonization of the images.
There are some Photoshop plugins that do that, but not sure it gives you the right effect your looking for.
